Should I pay per-hour or fixed price for a developer to build my app?

I’m starting to look at Indian outsourcing firms and while I can get developers to work on my project for $15 – $20 /hr, I am wondering if it’s better to work on a fixed price contract instead?
Former i-banker, turned programmer at NYC startup @BlueLabelLabs. I like my bourbon neat, my heels high, and my variables untyped. And yes boys, I can code.
